They are assigned to the newly opened “Cold Case Anonymous Negotiator Unit” at the Tokyo Metropolitan Police Department. Their highly confidential mission is to solve cold cases using
“plea-bargaining,” a legal system yet to be introduced in Japan.
Plea-bargaining gives defendants a chance to “bargain” for a better sentence by providing prosecutors with information about suspects. The new unit is to prove the validity of the system. By making use of the “forbidden method,” the two track down the ultimate mastermind behind a cold case.
