They are assigned to the newly opened “Cold Case Anonymous Negotiator Unit” at the Tokyo Metropolitan Police Department. Their highly confidential mission is to solve cold cases using “plea-bargaining,” a legal system yet to be introduced in Japan. Plea-bargaining gives defendants a chance to “bargain” for a better sentence by providing prosecutors with information about suspects. The new unit is to prove the validity of the system.
