Do you know the job of a "marshal"? It is a typical "hated official". When a court decision is not carried out, this state official raids businesses and homes, confiscating personal belongings. One day, Hikari accidentally witnesses Marshal Obara unilaterally confiscating her neighbor's personal belongings.
