The Special Investigation Room of the MPD is a department that specializes in the organizing and deciphering of documents, located deep within the MPD. It is often referred to as the "Warehouse." Among its members is Risa Narumi—nicknamed the "Witch of the Warehouse" —who has solved numerous cold cases. However, after the transfer of her hot‑blooded, physical-type partner, Tomo Yashiro, and the absence of a section chief, the team faces the threat of being disbanded.
One day, Hinako Mutsu, an elite member of the career track, voluntarily becomes the new section chief, prompted by a certain case.
